On parts of the North Coast, a different pattern is emerging: a shadow network of brokers presenting themselves as having the authority to allocate plots, often by telling buyers the land falls under traditional control. At Thornhill, the consequences are now visible. Homes built outside the lawful framework appear connected to the electricity grid, even though they do not form part of the municipal billing system and pay no rates for the services they use. That is placing added pressure on infrastructure never intended to support unregulated development, while shifting the financial burden onto compliant ratepayers. What has deepened concern is the lack of action from authorities. Despite court orders, criminal allegations and the visible expansion of unlawful building, enforcement has stalled. Joining me to unpack the legal and property implications is attorney and land use expert Gavin Steinhobel. Don’t miss this important conversation.
